A fact is something that is both true and considered to be true. If it is not true it is not a fact, even if we consider it to be true.

As long as you accept that we can consider something that is false to be a fact, even though by it being false it is not a fact, then there is no problem in using the word fact when we really mean considered true.

Facts are generally defined as things that are generally considered to be facts because they are generally considered to be true. Facts are therefore always subjective. Facts are not defined by anything else other than by a general consideration of truth, where the reasonable consideration is evidence based.
